ELIGIBILITY/ PROJECTS COVERED/ MAXIMUM PROJECT COST

  • Refer to Annexure-A for eligibility, projects covered & maximum project cost under different Schemes.

PURPOSE

  • The projects under the Scheme are aimed at transforming the agricultural economy of J&K and unlocking the exciting potential of the region.
  • Aimed at transforming the agricultural economy of J&K putting it on a new trajectory of growth, almost doubling the output of the sectors, boosting exports and making the sectors sustainable & commercially viable.
  • Boost farmer prosperity and rural livelihood security in J&K
  • Scheme covers various agri-enterprises ranging from seed production, precision farming of vegetables, bee-rearing, cocoon production, mushroom farming, integrated & organic agriculture, high-density fruit farming to processing, dairying, sheep & poultry farming as well as fodder production, establishment of honey processing units/fishery units.

BENEFICIARY CONTRIBUTION/PROMOTER’S MARGIN

  • Minimum 10%.

  • Up to 90% of the project cost.

FINANCIAL INCENTIVES

  • Refer to HADP portal for activity Specific Financial Incentives. Financial incentives other than subsidy amount shall be released by the Government directly through DBT mode to beneficiary account where credit has not been availed and to loan account where credit has been availed.

SUBSIDY FROM GOVT

  • Subsidy will be back ended.
  • In case credit is not availed by the applicant subsidy shall be released by the government through DBT mode only after ascertaining substantial progress in the project.
  • In case of credit availed by the party, the Government will release the subsidy in favor of the borrower after the disbursement of the first tranche of the loan amount and upon the bank’s request to the respective Head of Department for subsidy release. The subsidy will come with a lock-in period, extending until the outstanding loan amount equals the released subsidy, when it will be adjusted towards complete liquidation of the loan. The length of this period may vary based on individual cases.

REPAYMENT

  • Up to a maximum eight (8) years including moratorium period.

MORATORIUM PERIOD

  • Up to a maximum of 2 years.

SECURITY

A. Primary:

  • Hypothecation of the equipment/machinery /stocks/ debtors etc procured out of the Bank loan.

B. Collateral:

  • i) For Loans up to Rs 1.60 Lacs: Nil
  • ii) For Loans above Rs 1.60 Lacs and up to Rs 10.00 Lacs: 3rd party guarantee of 02 persons with ENW of at least 150% of loan amount.
  • iii) For Loan amount above Rs 10.00 Lacs: Mortgage of immovable property/ Agri land having Realizable Sale value at least equal to 1.25 times of loan sanctioned.
  • iv)Personal Guarantee of Mortgagor ( wherever applicable).
  • v)Personal Guarantee of Promotors in respect of Companies/FPOs/FPCs ( wherever applicable.

OR

  • Credit Guarantee Cover wherever Applicable. Credit Guarantee fee to be borne by the borrower.

RATE OF INTEREST

  • Up to Rs 15 Lac – 1-year MCLR + 1.50%
  • Above Rs 15 Lac – As per internal rating

LOAN PROCESSING CHARGES

  • NIL
